ICED Conference, Vancouver 2010
The 2010 International Congress on the Education of the Deaf (ICED) held in Vancouver, B.C. was a landmark victory for advocates of the use of signed languages for the Deaf. In addition, events of the conference led to the formal apology and repudiation of the events of the 1880 Milan Conference, an action that touched the hearts of the Deaf Community around the world.
With the theme of 'Partners in Education', the 2010 ICED Conference marked a turning point in Deaf Education throughout the world, recognizing the important of signed languages in the education of Deaf children. It also recognized the signed languages of each country as equally legitimate as the spoken languages of that nation. Whether the country itself recognizes a signed language as an official language of the nation or not, the validation and recognition of their individual signed language was a moment that will not soon be forgotten.
Upon the completion of the ICED Conference, when presented with nearly 1,000 signatures for the New Era Principles and Accord , World Federation of the Deaf President Markku Jokinen stated, “Education, which is much more than just scores, curriculum, and pedagogies, means nurturing deaf children to become full human beings with rights, knowledge and skills. It means enabling them to their maximum potential as individuals in today’s society. We must also recognize and value diversity within the Deaf community – Deaf, hard of hearing, Deaf-blind — with full rights to language, culture, community and choices" ("International congress of", [n.d.]).
The New Era Principles and Accord can be seen below in its entirety (International Congress on the Education for the Deaf, 2010). It was signed by 600 participants (not including another 356 signatures presented in a letter from the Hong Kong Association of the Deaf) during the 2010 Conference, and continues its journey around the world in order to collect additional signatures at future ICED Conferences ("International congress of", [n.d.]).
